This is how the NCSBE wants us to Public Comment:
The process outlined in the following directions should apply to the Proposed Rules for Absentee Voting (6 rules), Photo ID (2 rules), Recount Rules (4 rules) as well as the Voting Site Rules (4 rules) that we are currently working on. Each Tuesday, we should roll out another Proposed Rule for Public Comment action for our NCEIT members. (Working in teams will assure that we reach the deadline of July 14th, 2026.) The Action Alerts Talking Points (once finalized) will be available on the NCEIT.org website under the Legislation tab and they will be sent out in a newsletter.

Directions for Voting Site Rules Public Comment
Choose the Rule you wish to comment. Click on the Talking Points link.
(After you choose your Rule, please rephrase the talking point(s) into your own words so the NCSBE treats each submission separately.)
At the bottom of the Talking Points page, Click on the Public Comment Portal: Voting Site Rules https://www.ncsbe.gov/public-comment-portal-2026-rulemaking-voting-sites
Scroll down to the form, Record Your Public Comment.
Fill in the form with the Rule, Your Name, Your Email, and Comment.
We are trying to keep track of numbers of folks who commented. Please, when you complete your public comment, email Jane at jane.bilello@gmail.com with the rule(s) you submitted for Public Comment. Thank you.

08 NCAC 10C .0102: Voting Site Buffer Zones: This rule provides direction on establishing and marking buffer zones and curbside voting areas.
08 NCAC 10C .0103: Voting Site Electioneering Zone: This rule provides direction on establishing and marking electioneering areas.
