Prez Trump Signs EO to Preserve and Protect Election Integrity

Trump Executive Order #14248- Implications:


A. Voter Registration

  • Documented proof of U.S. citizenship is now required on all federal voter registration forms (National Mail Voter Registration Form and FPCA for overseas voters).

  • States must record the details of the citizenship-proving document (e.g., passport number, issuing agency, date, etc.).

  • Agencies offering voter registration (e.g., DMVs, public assistance offices) must verify citizenship before providing a registration form.

B. Voter Roll Maintenance

  • DHS, SSA, and other federal agencies must provide state officials access to their (immigration, death records, SSN verification) databases to confirm citizenship and eligibility.

  • DOJ and DHS will audit state voter rolls using subpoenas if necessary.

  • States failing to comply with list maintenance requirements face loss of federal election funds.

C. Voting Systems

  • Voting systems using Barcodes or QR codes to record votes are no longer allowed (except where needed for disabled voter accommodation).

  • All voting machines must produce voter-verifiable paper records.

  • All existing certified voting systems must re re-certified under amended VVSG 2.0 standards or will be decertified within 180 days.

D. Mail-In and Absentee Voting

  • All mail-in ballots must be received by Election Day, with no exceptions

  • States must apply this deadline uniformly across all voting methods.

E. UOCAVA

  • SecDef shall update the Federal Postcard Application to require:

  • Documented proof of citizenship

  • Proof of eligibility to vote in the applicable state

F. Enforcement & Federal Oversight

  • DOJ is directed to prioritize prosecution of:

  • Non-citizens who register or vote

  • Voter fraud and intimidation

  • Federal funds may be withheld by DHS and FEMA from states that:

  • Fail to comply

  • Refuse to share election data with DOJ

  • Executive Order 14019 (Promoting Access to Voting) is revoked.

G. Election Assistance Commission

  • Amend the Voluntary Voter Systems Guidelines (VVSG) 2.0 and provide guidance to states not to allow use of bar codes or QR codes in the ballot counting process- except where necessary for disabled voters.

  • Within 180 days review & re-certify voting systems using the amended VVSG standard 2.0; Rescind all prior certifications under standards prior to VVSG 2.0.

  • Condition funding for states upon compliance with uniform and nondiscriminatory standards for voting, including ballot receipt by election day

  • ICW DHS, review and report on security of all state electronic systems used in the:

  • Voter Registration Process

  • Voting Process

  • ICW DHS assess and report on the security risks of all systems connected to the internet

  • Audit HAVA expenditures and report discrepancies to the Attorney General for enforcement action.

  • Terminate federal funding to states who fail to use the revised national Mail-in Voter registration form including documented proof of citizenship.

Election integrity groups were swooning with accolades today after President Donald Trump issued a comprehensive Executive Order that puts proof of citizenship front and center in federal voter registration.

The EO arrives as the House of Representatives is preparing to vote on major reform to the National Voter Registration Act with HR 22, called the Safeguard American Voter Eligibility Act. (SAVE Act)


The SAVE Act requires proof of citizenship to register for federal elections and directs agencies to work with states to help them verify citizenship.


Like the EO issued today, the SAVE Act represents a long-overdue reform of NVRA, especially its “Motor Voter” provisions that, in many states, automatically register individuals who transact with their states’ Dept. of Motor Vehicles.
