Suggestion:
For simplicity and clarity, eliminate the use of the term "irregularity" and specify the ballot package under consideration in the "absentee ballot return package." Address all shortcomings of the return package as 'deficiencies" some of which are curable and some non-curable.
Rationale:
Apply the "KISS" principle by sticking with the term "deficiency" in describing shortcomings with a returned ballot package. By doing so, you can eliminate two of the proposed rules (.0504 and 0505) as unnecessary and simplify the process of processing curable or non-curable return packages.
All decision-making about deficiencies for absentee ballot return packages can be managed under rules .0502 and .0503.
