08 NCAC 18 .0501: Review for Deficiencies – This rule directs county board staff to review for deficiencies when an absentee ballot is received.


Rationale:


For simplicity and clarity, eliminate the use of the term "irregularity: and specify the ballot package under consideration in the "absentee ballot return package." Address all shortcomings of the return package as 'deficiencies" some of which are curable and some non-curable.


Justification:


  1. Apply the "KISS" principle by sticking with the term "deficiency" in describing shortcomings with a returned ballot package. By doing so, you can eliminate two of the proposed ri;es (.0504 and 0505) as unnecessary and simplify the process of processing curable or non-curable return packages.

  2. All decision-making about deficiencies for absentee ballot return packages can be managed under rules .0502 and 05 >>> (cut off on my copy)
