08 NCAC 09.0110 - Hand-to-Eye or Hand-to-Eye Recount

1. Suggestion:  The apparent unsuccessful candidate following a first recount may request a second recount, which shall be a hand-to-eye recount. Add this sentence to the beginning of the paragraph to clarify. 

Rationale: The reason the second recount is being conducted should precede the instructions on how it will be conducted.

2. Suggestion:  Add information on hand-to-eye recount from 08 NCAC 09 . 0106 to this section.  Remove the s from the title Recounts. 

Rationale:  Showing all the information on hand-to-eye recount in one section will improve the understanding of the process. Recount is shown in the title to 08 NCAC 09 . 0107 and Recounts in the title of 08 NCAC 09 . 0110, The titles should be the same.

3.  Suggestion: Title: Change the title to Hand-to-Eye Recount or Second Recount- Hand-to-Eye. 

Rationale:  A more descriptive title would eliminate ambiguity.
