Suggestion:

Replace the definition of “Electioneering Zone” with "Area for Election-Related Activity” and define it as an area which does not restrict free speech outside the voting site buffer zone when persons are on public sidewalks, parking lots, and other public areas.

 Rationale:

There is no authorization in NC GS 163-166 for designating or marking an Electioneering Zone.
