08 NCAC 18 .0503 is proposed for adoption as follows:
08 NCAC 18 .0503 NON-CURABLE DEFICIENCIES
(a) A non-curable deficiency includes the following:
Add the following:
(14) Clarify that the voter whose absentee ballot was properly requested and whose ballot was returned, enclosed in a sealed ballot envelope in the absentee ballot return package can be accepted, even if there are other (unacceptable) ballots in the absentee ballot return package.
(15) A non-match of a personal identification number (DL# or Last four of SSN) between the voter’s application and that voter’s voter registration record.

(The proposed new rules for 08 NCAC 18 .0503 should have the following provisions added:
14) Allow an acceptable mail in ballot to be accepted if the acceptable ballot is received in a package with other ballots that are unacceptable.
(15) A non-curable event is when a personal identification number (DL# or Last four of SSN) is discovered between the voter’s application and registration record.
